PRELIMINARY NOTIFICATION June 11, 1979 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-79-144 This preliminary notification constitutes EARLY notice of an event of POSSIBLE safety or public interest significance.
The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

Subject:
MEDIA INTEREST IN UNIT SHUTDOWN Unidentified leakage of 1.8 gpm to the containment building, which exceeds the Technical Specification limit for continued operation (1 gpm), caused the reactor to be shutdown from 100% power.
The plant reached hot standby 0
at 1825 hours0.0211 days <br />0.507 hours <br />0.00302 weeks <br />6.944125e-4 months <br /> on 6/10.
The average primary coolant temperature is 203 F at 0800 on 6/11.
The pressurizer is being cooled with the primary coolant system.
System leakage has been identified as body to bonnet valve leakage from pressurizer spray line manual isolation valves and the motor operated isolation valve associated with a power operated relief valve.
There was no leakage to the environment.
The plant shutdown caused by system leakage has received wide press coverage.
The State of Connecticut has been informed.
This event is reportable to NRC within 30 days under the facility Technical Specifications.
Due to sensitivity of the issue, the licensee made prompt reports to State and local government and made a press release on 6/10.
Similar priorities in reporting to NRC by the licensee were not applied.
NRC, Region I, (Philadelphia) received notification of this occurrence by tele-phone from the press at 1:54 p.m. on 6/10.
Cause of the shutdown was confirmed by the Regional Office with the Resident Inspector at 7:40 p.m. on 6/10.
