POSSIBLE safety or public interest significance. The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

Subject:

ALLEGATION OF LACK OF EXPERIENCE AND TRAINING FOR NON-LICENSED OPERATORS NRC Headquarters received a telephone call on June 18 which alleged that non-licensed auxiliary equipment operators lacked training and experience.

The alleger was referred to the NPC from the California Governor's Office.

The alleger also expressed concerns over the experience of security personnel.

Although the alleger declined to be recontacted he did provide the name of an individual who could provide additional details.

Regional inspectors will initiate an investigation into the allegations on June 20, 1979.

An investigation of similar allegations has just been completed related to security measures and adequacy of staffing of security personnel; an allegation of high turnover rate was founded and an allegation of improper training was not founded.

Region V will followup on the subject allegation related to security during the next routine safeguards inspection.

NRC Region V (San Francisco) was advised of the allegations by telephone from NRC Headquarters at 9:30 p.m. EST on June 18, 1979.
