The informatim presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

FRIENDS OF THE EARTH FILES SUIT IN U. S. DISTRICT COURT OF APPEALS TO REQUIRE PUBLIC HEARING BEFORE PLANT STARTUP Representatives of the NRC are to appear in the U. S. District Court of Appeals in San Francisco today in regard to a suit filed by the Friends of the Earth (F0E).

The suit asks that the Rancho Seco plant remain shut down until public hearings are held to deal with what F0E claims are numerous safety flaws in the reactor.

Media interest is expected.

Region V (San Francisco) was informed of the court action by the Director of IE at approximately 2:00 p.m. on July 4,1979.
