FEDERAL HIGHWAY ADMINISTRATION CIVIL PENALTY OF S10,000 FOR SHIPPING VIOLATIONS On June 28, 1979, the Federal Highway Administration, Bure=.u of Motor Carrier Safety, issued a Notice of Violation proposing a $10,000 fine to the Commonwealth Edison Company.

The Notice of Violation stated that on or about March 8-12, 1979, there had been numerous violations of Title 49, Code of Federa1' Regulations by Commonwealth Edison Company.

The civil penalty, however, was issued for only two violations.

One violation was for improper closures on the lids of 55 gallen drums of LSA material resulting in the floor of a trailer becomine, contamir.ated and the other violation was for not blocking and bracing a shipment properly.

The shipments originated at Dresden and were being sent to Barnwell, South Carolina.

Cc=monwealth Edison has twenty days to pay the fine or ask for a hearing. A hearing would be held within forty days.

The notice was received by the corporate office on July 3,1979.

The Dresden Station received a copy July 13, 1979.

Region III does not plan a press release.

It is not known if the licensee plar.s tc issue a press releast.

The State of Illinois will be notified.

NRC, Region III (Chicago) received notification of this occurrence by telephone fror the Resident Inspector at the Dresden Station at 10:00 a.m., July 13, 1979.
