PRELDiINARY NOTIFICATION July 12, 1979 PRELIMINARYNOTIFICATIONOFEVENTORUNUSUALbCCURRENCE--PNO-79-237 This preliminarv notification constitutes EARLY notice of an event of POSSIBLE safety or public interest significance. The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

Facility: Wisconsin Electric Power Company, Point Beach Unit 2 (DN 50-301) Two Rivers, Wisconsin

Subject:

DISCOVERY THAT AUXILIARY *IEDWATER LINE TO MAIN FEEDWATER LINE CONNECTION WAS NOT ORIGINALLY FABRICATED TO B31.1 CODE REQUIREMENTS During repair activities involving the replacement of a 16" x 18" main feed line reducer and a short length of 16" piping on Unit 2 "A" and "B" steam generatus, it was confirmed by inspection and calculations that the branch connection of the incoming 3" auxiliary feed line to the 16" main line was not fabricated per design specifications and Piping Code B31.1 requirements.

Although no problems have been noted.during approximately eight years of operation, the licensee will perform modifications to the 3" connection, during the present outage, so it meets B31.1 code requirements.

During the years of operation the system has undergone a preservice hydrostatic test of 1356 psig and a mimimum of one 800 psig leak test per year.

A Region III Piping Specialist Inspector is onsite following the feedwater piping work.

An examination and correction of the same 3" connection on Unit I which is operating at full power is scheduled after Unit 2 returns to service.

No media interest is contemplated since the plant is in a routine outage.

A press release is not planned by RIII nor the licensee.

The State of Wisconsin iis being notified.

RIII was notified of this matter at 9:20 a.m. on July 12, 1979.
