This oreliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest sionif.icance.
The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.
Facility:
Boston Edison Company Pilgrim Nuclear Power Station
Subject:
UNDER SIZED SEISMIC RESTRAINTS While performing review of the adequacy of siesmic restraints, it aas determined that two pipe supports do not meet design specifications.
One support is on the High Pressure Coolant icjection (HPCI) test line and the other support is on the Residual Heat Removal (RHR) cross tie.
The licensee is writing a design change to codify the supports to meet the requirements and will complete the modification prior to resuming plant operation.
The plant is presently in a shutdown condition for repairs to the CRD return line (

This PN is issued for information only.
Further action by NRC Region I will involve followup during routine inspections.
Media interest is expected because of sensitivity to nuclear plant issues.
The Com onwealth of Massachusettes has been informed.
A press release is not planned by the licensee or NRC.
NRC, Region I, (Philadelphia) received notification of this occurrence by tele-phone from a senior plant engineer at 3:57 p.m. on July 13, 1979.
