This oreliminary notification constitutes EARLY notice of an event of

The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

FACILITY:

Arkansas Power and Light Company Arkansas Nuclear One (ANO), Unit 2 Russillville, Arkansas Docket No. 50-368

SUBJECT:

TRIP OF ANO UNIT 2 FROM 50% POWER ANO Unit 2 while engaged in startup testing at the 50% power plateau' tripped at 4:45 a.c.

on July 16, 1979.

During a test of the Main Stea= stop valves, the main feedwater control valve failed closed.

Generator output was reduced by the operator following closure of the feedwater control valve in an attempt to match steam flow to the reduced feedwater flow. ~This caused a high pressure transient in the secondary steam system that actuated the atmospheric du=p valves.

The reactor tripped on low steam generator level when an atmospheric dump valve failed to reseat.

The emergency feedwater syste= actuated and recovered' level in the steam generators despite the failure of a contrcl valve to open in one of two feedlines to the B steam generator.

As of 8:00 a.m. Unit 2 was in hot standby.

AP&L is investigating the cause of the failure of the emergency feed-water valve to open, the failure of the atmospheric dump to reseat and the main feedwater control valve failure.

A press release is not planned.

Region IV was initially notified of this event at 7:45 a.=. on July 16, 1979 by the IE Resident Inspector. This information is current as of 2:00 p.m.
