The information presented is as initially received without verification or evaluation and is basically all gat is known by IE staff on this date.

SUBJECT:

ALLEGATIONS OF VIOLATIONS OF COMMISSION REGULATIONS The Quality Assurance Manager of the Waterford No. 3 plant notified RIV of New Orleans newspaper articles which addressed a petition filed in US District Court by Robert L. Liesen requesting that "The court stop construction (of Waterford No. 3) until the US Nuclear Regulatory Commission checks out his report of hundreds of violations of commission regulations."

The articles, appearing in the New Orleans, Louisiana newspapers Times Picayune and States Item, stated that a federal judge in New Orleans was asked to stop work at the plant for an investigation of a claim that Quality Control Procedures had been ignored.

The LP&L QA Manager stated that he did not know the whereabouts of Mr. Liesen nor how to contact him.

He confirmed that Mr. Liesen was hired by Ebasco, Inc.

on May 29, 1979 and fired July 9, 1979.

Region IV will attempt to contact the individual and obtain a copy of the petition containing the allegations.

Also, RIV will investigate the allegations for substance if appropriate.

The licensee reported this information by telephone and facsimile on July 16, 1979.
