This oreliminary notification constitutes EARLY notice of' an event of POSSIBLE safety or public interest sionificance.

The information presented is as initially received without verification or evaluation and is basically all that is known by le staff as of this date FACILITIES:

SUBJECT:

SOUTHERN COMPANY TASK FORCE RECOMMENDATIONS A task force formed by The Southern Company following the accident at Three Mile Island released to the press 20 recommendations designed to improve the safety of nuclear power plants operated by the Georgia Power Company and the Alabama Pc*er Company.

The recommendations cover five major areas:

plant design, operating procedures, personnel training, administrative coritrols, and emergency pl a ining and communications.' The recommendations, contained in a 220 page tecnnical document, range from improving the locking mechanism on critical valves to expanding operator training through the mandatory use of nuclear power clant simulators.

A copy of the report will be obtained by Region II.

The Hatch Plant Manager stated that the report concluded that the plants were designed and operated with large margins of safety but that the recommendations would provide even greater assurance that a Three Mile Island type of accident would not happen.

Georgia Power and Alabama Power have already begun implementing the changes which the task force has recommended.

The task force has begun work on the second phase of its study which will include areas not directly related

Media interest has occurred in that the licensees issued news releases.

The NRC does not plan a. news release.

The states of Alabama and Georgia have been i n formed.

Recion II (Atlanta) received notification of this occurrence by telephone from the Hatch Resident inspector at 8:15 a.m. on July 23.
