n M i U_ s i 6 August 7, 1979 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-79-312 This preliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest significance.

The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

SUBJECT:

ALLEGATIONS MADE AGAINST SOUTHWEST RESEARCH INSTITUTE SAN ANTONIO, TEXAS A former Southwest Research'. Institute (SWRI) employee, accompanied by two reporters from the Dallas Morning News, met with the Director of Region IV (Dallas) on the af ternoon of August 6,1979, to present several allegations involving certain improprieties he observed, or was made aware of, during his employment with SWRI.

The allegations for the most part involved SWRI's falsi-fication of base line/ inservice inspection records of NDE tests performed at Brunswick, Turkey Point, Big Rock Point and Pilgrim during t5e period May 19/4 to September 1977, the period of the alleger's employment with SWRI.

Some of the allegations involving Pilgrim and Brunswick appear to be a repeat of those previously investigated by the NRC as a follow-up to earlier allegations mac'e by another alleger.

The alleger stated during the meeting that he would return to the RIV office en August 7, 1979, and present the RIV Director with a signed statement con-taining the specific allegations, along with names, places, dates and record locations.

The alleger also stated that he had met with the FBI, Houston office, on June 6, 1979, to present his allegations and provide them with a signed statement.

The Directors of other potentially affected Regional Offices have been informed.

The P.egion IV office plans to conduct an investigation of the allegations.

This information is current as of 9:00 a.m. on August 7, 1979.

News media interested is expected in that news reporters were present during the alleger's meeting with the RIV Director.
