PRELIMINARY NOTIFICATION August 7, 1979 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-79-309 This preliminary notification constitutes EARLY notice of an event of POSSIBLE safety or oublic interest significance.

presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

Subject:
STOPPAGE OF ALL SAFETY RELATED WORK On August 6,1979, Region III was informed by licensee corporate management that PSI would be holding a, news conference at 10:00 a.m. (est) on August 7, 1979, announcing that all safety related work at Marble Hill was being stopped and that work would not be resumed until the controls for that work had been upgraded to the satisfaction of PSI and the NRC.
Concrete safety related work had been stopped earlier. The decision to stop other safety related work was based on NRC inspection findings and PSI audit findings of the manage-ment controls governing other areas of the job.
Based on an NRC inspection completed on August 3, 1979, NRC egrees that the staffing and controls associated with the Marble Hill project need to be upgraded.
Further action is under consideration.
The State of Indiana will be informed by NRC just prior to the news conference.
The delay in the project is unknown at this time but it is expected that some of the work could be significantly delayed.
Region III was informed of the licensee's decision to stop work and hold a news conference at 12.30 p.m. on August 6, 1979.
