PRELIMINARY NOTIFICATION August 3, 1979 PRELIMINARY NOTIFICATION OF EVENT CR UNUSUAL OCCURRENCE -- PHO-79-305 This preliminary notification constitutes EARLY notice of an event of POSSIBLEsafety or public interest sionificance.

The information presented is as initially received without verification or evaluation and is basically a)) that is known by IE staff as of this date.

FACILITY:

Florida Power and Light Company Georgia Power Company Turkey Point, Unit No:;. 3 and 4 Hatch, Unit No. 2 Docket Hos. 50-250 and 50-251 Docket No. 50-366 Homestead, Florida Baxley, Georgia

SUBJECT:

REACTOR TRIPS At 7:08 a.m. on August 3, Turkey Point, Units 3 and 4, and Hatch, Unit 2, tripped from full power.

While performing surveillance on the reactor protec-tion system at Terkey Point Unit 4, a voltage spike on a second protection channel caused Unit 4 to trip.

Unit 4 startup transformer was out of service for maintenance at the time of the trip.

This resulted in a loss of offsite power and subsequent non essential load shedding within the piant. Unit 3 tripped on high reactor coolant pressure caused by a turbine runback initiated by control rod position indication loss of power.

Control rod position indi-cation is supplied by a nonessential bus which was automatically stripped.

Hatch Unit 2 tripped at approximately the same time due to fast closure of the turbine control valves.

The cause of the fast closure is being evaluated at this time.

Interelationship and sequence between the Turkey Point and Hatch trips is being evaluated by the licensees.

About 100,000 customers in Florida were without power for up to twenty minutes.

Turkey Point, Unit 3 has been returned to power and Unit 4 is presently critical and in the process of being returned to power.

Hatch, Unit 2 is returning to a critical condition, but is delaying restart pending further identification of trip cause.

Inspectors are at both sites.

Media interest hac occurred.

A newc relcose is not planned by the licensee nor the NRC.

The States of Florida and Georgia have been notified.

Regien II (Atlanta) received notification of this occurrence by telephone from Hatch Resident Inspector at 8:25 a.m. on August 3.
