February 5,1979 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-79-22 This preliminaey notification constitutes EARLY notice of event of POSSIBLE safety or public interest significance.

The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

Facility:

Consumers Power Company, Midland Units 1 and 2 (DN's 50-329 and 50-330) Midland, Michigan

Subject:

CONSTRUCTION FIRE AT MIDLAND The RIII resident inspector at the Midland Nuclear Plant was notified that a minor fire occurred early Sunday morning (2/4/79).

The fire, discovered by a security guard at 4:11 a.m., apparently was started by a small gas heater and involved a plastic cover, concrete forms, and scaffolding on the radwaste building.

The Midland Fire Department responded at 4:22 a.m. and left the site at 5:45 a.m.

One member of the site fire brigada sustained a minor injury to his thumb and was taken to the hospital.

Damage was estimated at $5,000.00.

Effects of the fire on adjacent concrete and reinforcement steel is to be evaluated.

A radio station reporter (Matt Fisher) was on the scene during the fire.

The licensee is not planning a press release.

Construction of the plant is about 545 complete.

The State of Michigan is being notified.

This information is current as of 8:00 a.m., February 5,1979.

The occurrence appears to have little technical significance.

This notification is being issued to advise the Commission which may have appreciable public interest.
