PRELIMINARY NOTIFICATION

[7 April 18,1979 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE -- ONO-79-84 This preliminary notification constitutes EARLY notice of an event of POSSIBLE safety or public interest sianificance.

The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff as of this date.

FACILITY: Tennessee Valley Authority Bellefonte, Unit Nos.1 and 2 Docket Nos. 50-438 and 50-439 Scottsboro, Alabama

SUBJECT:

ALLEGATIONS OF INADEQUATE QA/QC PROGRAM FOR WELDING On April 12, 1979, an individual made allegations to Region II regarding the adequacy of the quality control program at the subject facility.

The specific example cited was that installed piping which had been inspected and accepted by QC was subsequently cut out and replaced without tne knowledge of QC inspectors or construction management.

The individual was unable to identify specific welds or individuals, but stated that he would be returning to the site on April 16 and agreed to obtain specific information and provide it to Region II within a week or two. The indiv.jual recontacted Region II on April 17 and stated that he, as a named ildividual, had been denied reemployment at the site by the local union business agent.

IE inspectors have arranged for the alleger to dccompany them to the site on April 19 to identify the affected piping.

Media interest has occurred.

The alleger informed Region II on April 17 that a Huntsville, Alabama television station (Channel 48) had taped a two-hour interview regwding his allegations. The television station reporter visited the site m April 16.

The individual was put in contact with the National Labor Relations Board. The State of Alabama has been informed.

Regior, II (Atlanta) received notification of this occurrence by telephone from the alleger at 9:55 a.m. on April 17.

This information is current as of 3:00 p.m. on April 17.

This PN is being issued for information because of media interest.

NLRB has accepted jurisdiction on the subject of reemployment of the individual.

Region II will followup on any substantive construction quality matters.
