h PRELIMINARY NOTliICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-79-82 This preliminary notification constitutes EARLY notice of an event of POSSIBLE safety or public interest significance.

The information presented is as initially received without verification or evaluation and -is basically all that is known by IE staff on this date.

Subject:

SAFETY RELATED PIPE STRESS METHODOLOGY CONCERN A potential problem was identified during review of information received by NRR concerning methods utilized by the above licensees in determination of pipe stresses.

The concern was the Westinahouse method of summing pipe stresses for these facilities. An Immediate Action Letter (IAL) has been issued by NRC Region II (Atlanta) to both licensees confirming that the ur.its shall not be returned to power until authorized by NRC.

A meeting was held on April 13, 1979 involving NRR, Florida Power and Light Company and Westinghouse representatives. The meeting achieved satisfactory resolution of the concerns relating to Florida Power and Light Company facilities - Turkey Point Units 3 and 4.

The restriction has been lifted for these facilities.

Carolina Power and Light Company (H. B. Robinson Unit No. 2) has not, as of this date, met with NRR and, accordingly the restriction remains in effect.

b. Robinson 2 and Turkey Point 4 are presently in refueling shutdowns which are expected to be completed in early June 1979.

Turkey Point 3 has just completed a refueling shutdown and was scheduled to return to power on April 14.

Media interest is anticipated due to the subject matter. The licensees are considering a news release. A news release is being issued by NRC.

The States of South Carolina and Florida have been notified.

Region II (Atlanta) received notification of this occurrence by telecon from NRR at 3:30 p.m. on April 12. This information is current as of 8 a.m. on April 13.
