PRELIMINARY NOTIFICATION February 22, 1979 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PN0-79-28 This preliminary notification constitutes EARLY notice of event of POSSIBLE safety or public interest significance.

The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

FACILITY: Comanche Peak, Unit No. 2 Texas Utilities Generating Company DN 50-446

SUBJECT:

MISORIENTATION OF REACTOR VESSEL SUPPORT STRUCTURE On February 20, 1979, the licensee notified the Regional Resident Inspector of the discovery that the Reactor Pressure Vessel (RPV) support structure has been constructed such that its orientation is not compatible with the existing orientation of the vessel support pads.

The orientation error is apparently a result of the architect-encineer's (Gibbs & Hill) design of the Unit 2 containment building as a mirror image of Unit 1.

However, the nuclear steam system supplier (Westinghouse) supplied a RPV that duplicates the RPV installed in Unit 1.

As a result, the Unit 2 RPV support pads are misoriented around the RPV's vertical axis.

The Unit 2 RPV is en route to the site.

The impact of the design error on other replicate components for Unit 2 is currently under evaluation by the architect-engineer.

The licensee has concluded that this item has no safety significance since the facility could not have been completed due to the obvious mismatch between the RPV nozzles and the coolant loop piping.

Region IV received notification at 3:00 p.m.,

February 20, 1979, from the Regional Resident Inspector, who was on site at the time of discovery of the error.

No press release has been made by either the licensee or the NRC.
