PRELIMINARY NOTIFICATION March 9, 1979

PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE -- PNO-79-47 This preliminary notification constitutes EARLY r.otice of an event of POSSIBLE safety or public interest significance.

The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff as of this date.

FACILITY: Alabama Power Company Farley, Unit Nos.1 and 2 Docket Nos. 50-348 and 50-364 Houston County, Alabama

SUBJECT:

WILDCAT STRIKE Operations and maintenance personnel did not report for work on the day shift on March 9.

The licensee is in the process of implementing the strike contingency plan for the facility.

The reactor shut down on March 8 for an eight week refueling outage. An adequate number of licensed supervisors are available to meet the Technical Specification manning requirements for Unit 1.

Unit 2 construction craft personnel are not affected. The plant security force is not represented by a union and security manning at the facility has not been affected. The issue involves the use of contract maintenance personnel. The union has not sanctioned a strike. No picket lines have been established and no incidents of violence have occurred.

Similar work stoppages occurred at several of licensee's fossil generating stations this morning.

There has been local media interest.

Licensee plans to issue a news release.

NRC does not plan a news release. The State of Alabama has been notified.

Region II (Atlanta) received notification of this occurrence by telephone from the IE inspector on site at 9:20 a.m., on March 9.
