PRELIMINARY NOTIFICATION '

March 12, 1979 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-79-51 This preliminary notification constitutes EARLV notice of event of POSSIBLE safety or public interest significance.

The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

Nuclear Engineering Company, Incorporated Sheffield Site, Sheffield, Illinois License No. 13-10042-01

Subject:

PROPOSED ABANDONMENT OF WASTE BURIAL SITE Region III inspectors accompanied a representative of the State of Illinois to the Sheffield site on Frida?, March 9.

The licensed facility and buildings on the non-licensed Company owned property were surveyed and no levels of direct radiation were detected above levels acceptable for release of facilities for unrestricted use.

Smear samples were collected for a determination of the presence of removable contamination.

The site is surrounded by a 6-foot chain link fence topped with 3 strands of barbed wire; in a few locations the chain link had pulled apart from the top of the fence.

Sink holes, which normally occur in the trench area during the winter, were also noted.

The NEC0 Vice President stated to the State and Region III personnel that the Company will take no further actions pertaining to maintenance of the licensed facility.

The licensee still has personnel on a contiguous site in connection with their chemical waste operations which are continuing.

While the licensee contends they have no further obligations with respect to the radioactive waste burial site, they did state that should they happen to observe intruders they would notify local law enforcement authorities.

A press release has been issued by NRC.

NRC, Region III, (Chicago) received notification from the HEC 0 Vice President on March 8,1979.
