PRELIMINARY NOTIFICATION February 22, 1979 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-79-29 This preliminary notification constitutes EARLY notice of event of POSSIBLE safety or public interest significance.

The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

Subject:

LICENSEE REPORT OF APPARENT OVEREXPOSURE The licensee reported to Region III that a personnel dosimetry report received by them February 21, 1979 for the badging period October 15, 1978 through January 15, 1979 indicated that one individual received exposures of 4.6 rems penetrating radiation to the whole body and 190 rems to the skin.

The licensee immediately reported the apparent over-exposure to Region III as required by 10 CFR 20.403.

According to the licensee, the individual was engaged in incinerator operations, routinely handling scintillation vials, animal carcasses containing radioactive material, and non-radioactive waste.

The individual also cleaned ash from the incinerator, surveyed the ash to segregate radioactive from non-radioactive ash, and packaged the radio-active ash for disposal as radioactive waste.

The individual's job function should not have resulted in this level of exposure.

The licensee is conducting a medical followup.

Region III inspectors plan to be at the licensee's facility February 26 through March 2,1979 and will further investigate this reported apparent overexposure.

Neither the licensee nor Region III plans a press release; however, Region III will respond to public and media inquiries.

NRC, Region III (Chicago) received notification of this occurrence by telephone from the University of Wisconsin at 2:45 p.m., February 21, 1979.
