March 12, 1979 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-79-52 This preliminary notification constitutes EARLY notice of event of POS$1BLE safety or public interest significance.
The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

Subject:
EARTHQUAKE APPROXIMATELY TWENTY MILES NORTH OF TROJAN NUCLEAR PLANT An earthquake of 3.8 Richter magnitude centered approximately 20 to 25 miles north of the Trojan site occurred at 6:59 a.m. on March 11, 1979.
The event, which went essentially unnoticed at the Trojan site, attracted considerable news media coverage in the greater Portland area.
The Region V (San Francisco) Office of Inspection and Enforcement received numerous inquiries from television stations in the Portland area.
Calls were also received from two individuals who have been active in recent ASLB hearings associated with the seismic design adequacy of the Trojan Nuclear Plant.
Telephone contact with the licensee's onsite staff revealed that neither the plant's seismic alarm (set at 0.08, the current operational bases 9
earthquake limit) nor seismic recording network (set to trigger at 0.01g) were tripped by the event.
The plant's staff was unaware of the event until news media reports focused upon the Trojan Plant.
The NRC's Resident Inspector is conducting routine followup of the event at the Trojan site. No further action is planned by the Office of Inspection and Enforcement.
The NRC's Region V (San Francisco) office received initial information on this event when notified by a Portland area television station by telephone at approximately 12:40 a.m. on March 11, 1979.
