March 22, 1979 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-79-58 This preliminary notification constitutes EARLY notice of event of POSSIBLE safety or public interest significance.

The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

APPEARANCE BY NRC PERSONNEL BEFORE THE CONNECTICUT STATE JOINT COMMITTEE ON ENERGY AND PUBLIC UTILITIES The Connecticut State Joint Committee on Energy and Public Utilities will hold a hearing on Friday, March 23, 1979 at 10:00 a.m. at the State Capitol in Hartford.

The purpose of the hearing is to discuss potential effects in Connecticut due to the recent shutdown of five nuclear power plants by the NRC because of questions concerning the design.of safety related piping.

In response to a request from the State, Thomas C. Elsasser, the Region 1 State Liaison Officer, accompanied by John T. Shedlosky, the Millstone Resident Inspector, will appear before the Committee and respond to questions on behalf of the NRC.

Representatives from DOE, Stone & Webster, and Northeast Utilities have also been asked to appear.

Media interest is expected because of widespread public interest as a result of the shutdown of five plants by the NRC and the general high visibility of issues relating to nuclear power in Connecticut. A press release is not planned by the NRC.
