March 6,1979 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-79-38 This preliminary notification constitutes EARLY notice of event of POSSIBLE safety or public interest significance.

The information presented is as initially received witnout verification or evaluation and is basically all that is known by IE staff on this date.

Department of the Navy Naval Nuclear Power Unit Port Hueneme, California License No. 04-07316-02

Subject:

CONTAMINATED ROCK FROM ANTARCTICA The U. S. Navy ship " BLAND" is scheduled to arrive at Port Hueneme, California, on M&rch 13, 1979, with a cargo of 300 cubic yards of con-taminated rock and gravel resulting from operation of a nuclear reactor by the Navy at McMurdo Sound, Antarctica.

Actual unloading operations will probably begin March 15 or 16.

Two previous shiploads of this material are presently in storage at Port Hueneme, as authorized by NRC Li cense.

Radiation levels on this material are very low.

Dose rates at one meter from large piles (hundreds of cubic yards) of this material are 40 to 60 microentgens per hour, or about 10 times natural background.

On earlier shipments there was considerable interest expressed by state and local officials, as well as coverage by local media.

An organiza-tion called the Ventura Safe Energy Council plans a demonstration in Oxnard, California, on March 11 to call attention to the arrival of this material.

Region V received notification from the licensee on March 2,1979, during inspection of other NRC licensed activities at Port Hueneme.
