PRELIMINARY NOTIFICATION March 9,1979 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PN0-79-46 This preliminary notification constitutes EARLY notice of evet/. of POSSIBLE safety or public interest significance.
The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on tnis date.
FACILITY: Wolf Creek, Unit No.1 Kansas Gas and Electric Company DN STN 50-482
SUBJECT:
STATUS UPDATE ON SAFETY-RELATED CONSTRUCTION ACTIVITIES AT THE SITE This PN is being issued to provide an update of activities since representatives of the NRC determined there was a high probability that the reactor containment base mat contained under strength concrete
( P"0-78-198, 12/1/ 78).
On December 19, 1978, an Immediate Action Letter was issued which described actions the licensee would take as a result of the issuance of a stop-work order by the licensee on safety related concrete construc-tion (PN0-78-212,12/19/78).
On March 5, 1979, a second Immediate Action Letter was issued.
That letter indicated the NRC was satisfied that all items the licensee had agreed to complete were finished as determined from a review by the NRC.
The second letter also indicated that the licensee will not place concrete in the reactor containment building or its internal structures, except for the correction of the wall void, pending resolution of the acceptability of the reactor con-tainnent base mat.
Safety related concrete placement, except for the reactor containment and its internals, was resumed on March 6,1979.
On March 8,1979, the licensee notified the RIV Project Inspector who was on site, of a new stop-work order imposed by KG&E on placement of safety related concrete.
The licensee issued the stopwork order at 11:3J a.m. on March 8, after quality control personnel detected that ccqcrete was being moved with vibrators a greater distance than per-nitted by the applicable code.
This occurred during the placement of a wall section of the auxiliary building.
NRC, Region IV (Arlington) received notification at 12:00 noon on March 8,1979, from the Project Inspector who was performing an on-site inspection at the time.

This notification is being made because of the continued high interest by the news media and the local public in the Wolf Creek facility.
