h PRELIMINARY NOTIFICATION September 20, 1979 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-79-431 O,
This preliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest significance.
The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.
Facility:
Saxton Reactor, l.icense No. DPR-4 Saxton, Pennsylvania
Subject:
CONTAMINATED S0IL OUTSIDE OF THE RESTRICTED AREA While conducting a routine inspection at the facility, which has been decommissioned since 1972, an NRC inspector determined that a portion of soil outside of the restricted area fence but within the owner-controlled property was contaminated such that radiation levels as high as 20 mrem /hr at contact with the ground were measured.
The area of ground contaminated is about 30' x 4'; and is located about 15' outside of the restricted area fence.
The owner-controlled property is also fenced and general access is normally prohibited.
The licensee has initiated action to remove the contaminated soil.
The NRC inspector on-site will continue to review the licensee's efforts.
No conclusion has been reached as to the source and nature of the contamination.
Media interest is expected because of the presence of members of the press during the inspection at the time the contamination was discovered. The Commonwealth of Pennsylvania was informed at 1415 on September 20, 1979.
A press release is being considered by the licensee.
NRC, Region I, (Philadelphia) received notification of this occurrence by telephone from the inspector on-site at 1400 on September 20, 1979.
