PRELIMINARY NOTIFICATION

[p February 1, 1979 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PN0'79-18 This preliminary notification constitutes EARLY notice of an event of POSSIBLE safety or public interest significance.

The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

Susquehanna Steam Electric Station, Units 1 and 2 (Docket Nos. 50-387 and 50-388)

Berwick, Pennsylvania

Subject:

ALLEGATIONS MADE AGAINST ARCHITECT-ENGINEER DURING PRE-HEARING CONFERENCE During the ASLB pre-hearing conference being held in Wilkes Barre, Pa.

on January 29-31, 1979 with respect to PP&L's application for an operating license for Susquehanna Units 1 & 2, an individual making a limited appearance as resident and concerned citizen made several allegations against her former employer, Bechtel - the A-E.

Included was a general charge of incompetence with specific charges of drunkeness on the part of Bechtel QC Inspectors, and lost documents.

The Board directed that the staff review these matters and report to the Board.

Region I plans to contact the alleger to obtain details preparatory to conducting an investigation.

This PN is being issued for information only to advise the Commission of the allegations, and to preclude any misunderstanding as to which " inspectors" the charges were directed at.

I.evis media were present when the allegations were made and they are covering the story.

The Commonwealth of Pennsylvania has been informed.

NRC, Region I, (Philadelphia) received notification of this occurrence by telephone from the Licensing Project Manager on January 31, 1979.

Subsequently, Region I was informed by telephone from the Vice President of PP&L of their intent to investigate the allegations.
