flay 11,1979 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-79-108 This oreliminary notification constitutes EARLY notice of an event of POSSIBLE safety or public interest significance.

The information presented is as initially received without verification or evaluation and i' ' basically all that is known by IE staff on this date.

Subject:

LOSS OF COMMUNICATION SYSTEM The licensee informed RIII at 2:00 p.m. yesterday, that while con-ducting a hydrostatic test of the plant fire system, a fitting broke resulting in a loss of fire system pressure and actuation of the emergency diesal fire pump.

Actuation of the diesel fire pump apparently ceased a water hammer, cracking a sprinkler line in a room containir.g plant communications equipment.

The communications equipnent was wetted and caused to be inoperable for a period of two hours.

The backup communications system (radios) was available through-out the event.

The fire system has been returned to normal.

The licensee has issued a press release.

RIII does not intend to issue a press release.

The state of Wisconsin has been notified.
