May 11, 1979 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-79-109 This preliminary notification constitutes EARLY notice of an event of POSSIBLE safety or public interest significance. The information

presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

Facility: Portland General Electric Company Trojan Nuclear Plant Rainier, Oregon Docket No. 50-344

Subject:

Alleged Operator Laxness - Media Interest The licensee informed the resident inspector that a copy of internal cor-respondence related to watch standing practices was in the possession of a newspaper reporter in Salem, Oregon. The documents were a letter from a plant employee and the management response to the concerns of the employee.

The letter war part of the licensee's management feedback system wherein the identity of the' employee is protected but the concerns are investigated and a response is provided to the individual.

Specifics contained in the letter include a shift supervisor lying down (apparen;1y due to illness) on watch, watchstanders reading non-job related material, fish fly tying by watchstanders, individuals doing correspondence courses on watch, etc.

The resident inspector has reviewed the letter as well as the licensee's response to the individual and determined that the problems identified represent isclated instances over at least a two year period and involve no apparent items of noncompliance.

No allegations to the NRC were made and it appears that the letters were not provided to the reporter by the individual concerned.

Based on the observations by the resident inspector during the past seven months at the facility, no problem with watchstander laxness appears to exist. The inspector will request that the licensee invite the alleger to discuss these or other concerns with the inspector.

There has been active media interest in this matter.

NhC's resident inspector was informed of the media interest at approximately 5:00 PM on May 9, 1979, by the Plant Superintendent.

Additionally, information relating to the occurrence was obtained on May 10, 1979.
