PRELIMINARY NOTIFICATION May 15, 1979 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-79-111 This preliminary notification constitutes EARLY notice of an event of POSSIBLE safety or public interest significance.

The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

Facility:

Vennont Yankee Nuclear Power Corporation Vermont Yankee (DN 50-271)

Subject:

STRIKE At 0001 on flay 15, Local 300 of the International Brotherhood of Electrical Workers Union went on strike and established a picket line at the outside entrance gate to the facility.

The strike effect is a loss of 12 Auxiliary Operators and 6 Control Room Operators.

Senior Reactor Operators (SR0s) are not on strike, and all 17 qualified SR0's are being used to augment station manning.

At least 3 SR0s are on each of the 4 shifts, with 5 SR0s on two of the four.

The shift manning level has been increased from the normal 5 man total to 6 men on 2 shifts and 7 men on the other 2 which includes one Health Physicist.

The plant remains at 100% power.

Media interest is being shown.

The Stcte of Vermont has been informed.

The licensee does not now plan a press release, but may issue one if the union does.

No NRC press release is planned.

NRC, Region I, (Philadelphia) was notified of the strike by telephone from the plant superintendent at 8:00 a.m., on May 15.

Contact with the facility on May 14 had indicated that labor negotiations were in progress ~ but that a strike was unlikely.

A Region I inspector is enroute to the site.
