T_his preliminary notification constitutes EARLY notice of an event of POI.SIBLE safety or public interest significance.

The information presented is as initially received without verification or evaluation and'is basically all that is known by IE staff on this date.

Facility:

Consumers Power Company, Midland, Units 1 and 2-Midland, Michigan (DN 50-329 and DN 50-330)

Subject:

DAMAGED CABLE AT MIDLAND CONSTRUCTION SITE Consumers Power notified the resident inspector that two nails were driven into a 3 phase 350 MCM power cable being installed between two motor control centers in thE auxiliary building.

The two (2" long) nails were approximately 17 feet apart were probably driven into the cable at the site while the cable was on the reel.

The licensee reports that the damage was found on May 25, 1979 and probably accurred during the previous week. The cable will be replaced.

Another act of vandalism at the Midland site was discussed in PNO-79-101 involving cut wires.

The licensee is investigating how and why the vandalism is occurring.

A press release is being prepared by the licensee.

The State of Michigan is being notified.

Congressmen Don Albosta's Office is also being notified.

The resident inspector was notified of this problem at 1230 hours0.0142 days <br />0.342 hours <br />0.00203 weeks <br />4.68015e-4 months <br /> on May 25, 1979, by Consumers Power Company and is reviewing the matter.
