PRELIMINARY NOTIFICATION May 16, 1979 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-79-113 This oreliminary notification constitutes EARLY notice of an event of POSSIBLE safety or public interest significance.

The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

CHANGE TO CONSTRUCTION SCHEDULE AT THREE TVA NUCLEAR PLANTS Tennessee Valley Authority (TVA) announced May 15 that adjustments are planned to the construction schedules for Hartsville Plant B, Units 1 and 2, Phipps Bend Unit 2, and Yellow Creek Unit 2 that will result in the building of each of the plants in sequence rather than all at once.

These adjustments will result in delays for individual generating units.

TVA expects these schedule changes will result in a more cost effective construction program.

The licensee's remaining plants under construction are not affected by this schedule change.

Media interest is expected due to potential significant inpact on employment in the area.

The licensee has issued a news release.

NRC does not plan to make a news release.

The State of Tennessee has been informed.

This Preliminary Notification is issued for information only and no further action by IE is anitcipated.

Region II (Atlanta) received notification of this occurrence from TVA at 3:50 p.m. on May 15.
