/.N O May 31,.1979 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-79-131 This preliminary notification constitutes EARLY notice of an event of POSSIBLE safety or public interest significance.

The information_

presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

North Anna and Surry Power Stations Docket Nos. 50-338, 50-339, 50-280 and 50-281 Mineral and Surry. Virginia

SUBJECT:

POTENTIAL M RATOR STRIKE The International Brotherhood of Electrical Workers (IBEW) union rejected the VEPC0 contract offer on May 30 following contract expiration on April 1.

The potential for a union walkout exists.

Personnel effected include plant operators electrical and mechanical maintenance personnel, and laborers.

Health physics, chemistry, instrument and calibration, engineering personnel, and plant super-visors are not effected.

VEPC0 is meeting with IBEW negotiators today to attempt to reconcile their differences.

North Anna 1 is operating at 100%

power.

The Surry facilities are shut down.

Strike contingency plans are in effect.

Adequate personnel are onsite to assure compliance with manning requirements.

The assigned resident inspectors have reviewed these plans and found them acceptable.

Media interest is expected due to close public attention given these facilities.

Neither the licensee nor NRC plan a news release at this time pending results of the union negotiations.

The Commonwealth of Virginia has been informed.

Region II (Atlanta) received initial notification of this occurrence by telephone from the Resident Inspector at 1:30 p.m. on May 30.
