This preliminary notification constitutes EARLY notice of event of POSSIBLE safety or public interest significance.

Subject:
EMERGENCY FEEDWATER SYSTEM VAS LOCKED OUT OF AUTOMATIC INITIATION MODE On June 2, 1979, a resident inspector found the Emergency Feedwater System locked out of the automatic initiation mode. An Order to place the plant in a cold shutdown condition wa_s issued June 2, 1979 (PNO-79-135).
The order stipulated that restart could not begin until OIE had confirmed that the following actions had satisfactorily been accomplished:
1) the licensee shall evaluate and modify as appropriate its methods for the development, review and approval of procedures for all modes of plant operation; 2) the licensee shall evaluate existing procedures to assure that such procedures include all actions necessary for safety; and, 3) the licensee shall take appropriate steps to assure that all plant personnel adhere to approved procedures and do not add unauthorized steps to any procedures.
The licensee outlined measures implemented to satisfy these conditions in a letter dated June 12, 1979.
These administrative controls were reviewed and audited by IE Region IV inspectors.
The licensee's measures were verified as satisfying the conditions stated in the Order to shutdown.
Therefore, an Order authorizing operation of Arkansas Nuclear One - Unit No. I was issued June 14, 1979.
