SUBMISSION OF PAPER TO PDR Enclosed are two copies of a paper which I presented to the IAEA Advisory Group on Reactor Safety Research and Development which met February 14-18, 1977. Since I have had occasion to reference this paper and I am not sure it was ever put in the PDR, I am submitting it now, through you, to the PDR.
