Dear Mr. Denton,

On August 9,1979, ANGRY filed a petition pursuant to 10 CFR 2.238 with the NRC requesting the preparation of a full Environmental Impact Statement prior to any further

. releaser, of radioactive gaseous materials from the Three Mile Island Unit Two reactor.

It was therefore with some consternation that we read in newspaper accouilts the follcwing week of your licensee's intention to allow such releases as early as"this fall." No mention was made by Met-Ed officals of any prerequisite regulatcry procedures that would have to be satisfied prior to any such releases ("TMI May Be Venting In The Fall," York Dai_ly Record, August 14,1979,p.1).

Mr. Carl Abraham, NRC Public Infomation Officer for Region I, stated to me this morning that NRC hnnounced at its 8/14 press conference in Lancaster that it intended to prepare an " environmental assessment" of the radioactive gas disposal question, and would provide an opportunity for public comment thereon before any releases are, permitted.

Press accounts of the conference fail to substantiate this claim.

I am therefore rtting to you at Mr. Abraham's suggestion to-ask you 1) to confim W

or correct Mr. Abraham's understanding of regulatory preconditions to further gaseous releases from TMI, and 2) to provide writte assurance that no releases will be pemitted n

until our petition is responded to in accordance with applicable NRC regulations.
