DOCKETS 50-266 AND 50-301 REACTOR VESSEL WELDMENT INFORMATION POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 Your letter of September 29, 1978 transmitted IE Bulletin 78-12, which is entitled " Atypical Weld Material In Reactor Pressure Vessel Welds".

In our October 26, 1978 letter to you, we provided some of the requested information, to the extent available, which had not been previously reported for the Point Beach reactor vessels.

Subsequently, your letters of November 24, 1978 and March 19, 1979 transmitted IE Bulletins78-12A and 78-12B, which modified the original requirements.

An extensive effort by NRC, the NSSS suppliers, and the reactor vessel manufacturers has resulted in an agreement on the informa-tion that would be provided to the NRC and the format and schedule for submittal of this information by the vessel manufacturers.

The NRC/ industry effort is reflected in the requirements of Bulletin 78-12B.

The required information for the Point Beach Nuclear Plant Unit 1 reactor vessel has been provided to NRC by the Babcock and Wilcox Company.

In our May 29, 1979 letter to you, we provided certification that this had been completed.

Further, we requested a submittal date time extension for the Unit 2 reactor vessel infor-mation because Combustion Engineering could not complete its report until early June of this year.

The Combustion Engineering report, which applies to the Point Beach Nuclear Plant Unit 2 reactor vessel, was submitted to NRC by letter dated June 8, 1979.

Attached hereto you will find a certification to this effect.

Westinghouse Electric Corporation (see attachment) and us, and to the best of our knowledge, adequately represents data applicable to the Point Beach Unit 2 reactor vessel.

" Atypical Weld liaterial in Reactor Pressure Vessel Welds" Based upon our technical evaluation of the infonnation contained in the generic report compiled by Conbustion Engineering, Inc. to satisfy the requirer.ents pre-sented in the U.S. fluclear Regulatory Commission IE Bulletins -178-12 & r78-12A, Westinghouse has concluded that the weld material data and other required infor-mation pertinent to the Point Seach Unit 2 reactor vessel are included in Com-bustion Engineering, Inc. report.

This report has previously been submitted to the U.S. fiuclear Regulatory Con:nis-sion, as evidenced by Combustion Engineering, Inc. transmittal letter of June 8, 1979 to the U.S. fluclear Regulatory Commission, a copy of which is. enclosed for your information.

Additionally, we have enclosed for your files a copy of Combustion Engineering, Inc. letter to Westinghouse, dated June 5, 1979, and attached certification stating that the generic report submitted to U.S. fluclear Regulatory contains data for the Point Beach Unit 2 reactor vessel.

Westinghouse audited the content of the subject report against the ASME Code and W E-Spec. requirements for the Point Beach Unit 2 reactor vessel built by Combustion Engineering, Inc.

The report contains data pertaining to the Point Beach Unit 2 reactor vessel and is considered to be in compliance with the U.S.

NRC Bulletins and Westinghouse requirements.

However, some apparent errors were noted in the report.

These discrepancies were brought to the attention of Com-bustion Engineering, Inc. and Combustion Eiigineering, Inc. is currently evalu-ating them.

They have agreed to resolve the comments to Westinghouse satis-faction and will submit revised pages for the report. to the fiuclear Regulatory Commission and Westinghouse at a later date.
