Dear Mr. Deuster:

Your June 15, 1979 letter which enclosed a letter fran your constituent, Mr. Daniel Ferri regarding the proposed Zion spent fuel pool rack modi-fications, has been famarded to me for reply.

The public hearing on this matter was duly noticed and held during the weeks of June 11 and 18,1979. The NRC safety evaluation of this proposed action was issued earlier and has been available for some time in the Local Public Document Room which is 1ocated in the Zion-Benton Dublic Library, 2600 Emmaus Avenue, Zion, Illinois.

A copy of that Safety Evaluation Report (SER) is enclosed for your infonnation.

We concluded in our SER that there will be no significant increase in potential accidents as a result of making these modifications and the subsequent filling of the fuel pool to a higher capacity.

We believe we have adequately addressed the potential for and consequences of spent fuel cooling system failures in our SER.

Your constituent's concern for " faulty" racks has also been adequately addressed in our SER.

Our safety assessment considered only those new matters associated with the rack modifications and the resultant potential increase in spent fuel rods.

The adequacy of the spent fuel pool structure to withstand an airplane crash, a tornado, or a " terrorist" are matters that were considered, as appropriate, at the time the Zion Station was licensed or, in the case of facility security, in a subsequent physical security review.

There are no changes of the spent fuel pool itself associated with the proposed rack modifications or increase in pool capacity that warrant re-examination of these areas.
