River Bend Station, Units 1 & 2 Docket Mos. 50 458 & 50 h59 Our letter of May 25, 1979 indicated to you that a com-plete response to IE bulletins78-12A and 12B could be expected by September 30, 1979 Our examination of this issue is now complete.

As requested in itenc 1 and 2 of Bulletin 78-12, a search of the records of car vessel manufacturer (Chicago Bridge and Iron Nuclear ) has been conducted for atypical weld material on River Bend 1 an/. 2. This information has been supplied to your Mr. G. vl . Reinmuth, of the Reactor Construction Inspec-tion Division in Bethesda, Maryland by W. G. Oehlkers, UCfs Coordinator, CBI Uuclear Company, in his May 1, 1979 letter.

River Bend Unit 2. IE Bulletin 78-12A item 2 required the licensee to verify that the information supplied in response to 78-12 is the specific information required for his vessels. This verification has been accomplished as outlined in attachment 3 1 and 2.

Item 3 of 78-12 required identification of weld filler material not conforming to procurement specifications based on verification tests, i.e., mechanical and chemical properties.

You will note in attachments 1 and 2 that no nonconforming material was found for either River Bend 1 or 2. Therefore, item 3 of 78-12 requires no further response.

Item h requested information on the availability of archive weld material for verification purposes. We have been informed that no archive weld material is available from CBI Huclear for the River Bend vessels. We do not feel this archival material is required, due to all material conforming to specification as outlined in attachments 1 and 2.

This concludes our examination and verification effort for veldment material on River Bend Units 1 and 2.

In compliance with subject bulletin, General Electric NEBG requested Chicago Bridge and Iron Nuclear Company (CBIN) to conduct a records investi-gation of low alloy, high tensile weld deposits used in all reactor pressure vessels built in their, or their supplier's, facilities.

The purpose of this investigation was to identify any other atypical weld deposit similar to the one described in Bulletin 78-12.

T, response to our request, CBIN has prepared a report and submitted it to t; e NRC, as evidenced by the attached letter dated May 1,1979. The report contains the attached certification dated 4/30/79.

We have reviewed CBIN's repor;. to the NRC and have not found any discrepan-cies. Consequently, we concur with their certification and conclude that it is very unlikely that other, similar conditions (i.e. , atypical weld deposits) exist in any reactor pressure vessel welds.

CBIN, in a separate communication to us, has stated that they do not have any archive material. Consequently, we are requesting that you review your inventory and advise the NRC accordingly (Bulletin 78-12, Item 4).

We recommend that you use this letter and the attached certificction to satisfy the NRC request for verification of the generic search as outlined in IE Bulletin 78-12, Item 2.
