This is to infom you in accordance with the requirements of the Nuclear Non-Proliferation Act, that the NRC has not completed licensing action on your applicction XSNM01334 to export low-enriched uranium fuel to Canada for un in the WR-1 nuclear research reactor.

Upon receipt of Executive Branch views on your applicatior, a staff analysis was forwarded to the Commission for approval on December 19, 1978.

Final Commission action, however, has been delayed due to the need to obtain additional infomation from the Executive Branch concerning the status of safeguards facility attachments in Canada. This information
