Dear Mr. Denton:

The purpose of this letter is to inform you, in accordance with Technical Specification 3.8.B.3.b, that the average release rate for radioiodine and radioactive materials in the particulate form with half-lives greater than eight days during the calendar quarter from October 1, 1978, to December 31, 1978, was 1.6 times Technical Sper.ification 3.8.B.3.c. (1) design obj ective.

The cause of the higher release rate is leaking fuel.

Leaking fuel will produce higher levels of available radiciodine and radioactive materials in the primary water.

We are still following the corrective action described in my letter of December 13, 1978.

It is expected that the Station will be within the design objective for the first quarter of 1979.
