Dear Mr. Hoyle:

Enclosed please find a letter dated January 8,1979 from Saunders-Roe Developments, Ltd., requesting a license to export a total of 1,000,000 curies of bulk tritium gas to its subsidiary in the United Kingdom to be used in the production of tritium activated light sources. This material previously had been requested as an amend-ment to Saunders-Roe's license X-32-863 (see enclosed letter dated 11/1/77). However, at the request of Mr. Kratz, DOE, this amendment request was withdrawn to be resubmitted at a later date (see enclosed letter dated 7/31/78).

Recently, Eric Paisley of Saunders-Roe was informed by Mr. Kratz that it would be acceptable to the Department of Energy for Saunders-Roe to reapply for a license to export 1,000,000 curies of tritium gas over a two-year period to the United Kingdom. The end uses for the tritium gas are described in brochures, which were provided in our letter dated April 11, 1977 to you, regarding Saunders-Roe application X-32-863, S-664.

Before taking action on this license application, we would appreciate your views, in accordance with established procedures and from the overall perspecitve of the Executive Branch, as to whether the issuance of the requested license would be inimical to the interests of the United States, includir, the common defense and security.
