This is to inform you, in accordance with the requirements of the Nuclear Non-Proliferation Act, that the NRC has not completed licensing action on your export license application XSNM01348 to the Federal Republic of Germany.

Although Executive Branch views on this application were received on November 8, 1978, final NRC licensing action has been delayed because of the need for the Commission to clarify certain issues in connection with the requirement for written physical security assurances for this export.
