Subject:
Arkansas Nuclear One-Unit 1 Docket No. 50-313 License No. DPR-51 Fire Protection (File:
1510, 2040)
Gentlemen:
The following is provided to document the agreement reached by your Mr. II. George and Our M. White during telecons January 8,1979.
In our letter dated Jun'e 15, 1978, we committed to providing an emer-gency power source (a source of power available during a loss of offsite power) for al.1 fire detectors.
In addition, the Arkansas Nuclear One, Unit 1 Fire Protection SER requires that this modifica-tion be completed by the end of the 1979 refueling outage.
As explained to Mr. H. George, the cost of providing an emergency power source for the four (4) smoke detectors located in the Diesel Generator Fuel Storage Tank Vault would be excessive.
To provide emergency power to these detectors would require installation of considerable under-ground conduit or installation of a separate local power source for which we have no room in addition to the great cost.
Even thot3gh these four (4) detectors will not be provided an emergency power source, they are electrically supervised and if..ormal power is lost, an annunciator will alarm in the control room.
If power is lost, Technical Specification 3.5.5.2 requires us to immediately establish a fire patrol watch to inspect the zone at least once per hour.

Mr. Robert W. Reid January 10, 1979 Page Two As stated above, we will provide a source of emergency power to all detectors except for the four (4) noted. We hope that the need for this small exemption is appreciated as a means of providing adequate fire protection at a reasonable cost.
Very truly yours,
