Rockwell International Flc.i Control Division Cccket eur.ber 99900053/70-02 tiOTICE OF DEVIATION Based on the results of an MRC inspection conducted on October 30 - flovember 2, 1973, i t appear s that certain of your activities were not conducted in full compliance with.NRC requirements as indicated below:
A.
Document Control Criterion VI of Appendix B to 10 CFR 50 states " Measures shall be established to control the issuance of documents, such as instructions, procedures, and drawings, including changes thereto, which prescribe all activities affecting quality.
These measures shall assure that documents, including changes, are reviewed for adequacy and approved for release by authorized personnel and are distributed to and used at the location where the prescribed activity is performed...."
Paragraph NCA-4134.6 of Section III to the ASME Code states "The Progran shall include measures to control tne issuance and disposition of documents, such as specifications, instructions, procedures, and drawings, including changes thereto. These measures shall assure that the latest applicable documents, including caanges, are reviewed for adequacy a,d approved for release by authorized personnel and distributed for use at the location where the prescribed activity is performed."
Contrary to these requirements the ASME accepr.ed Quality Assurance Manual does not provide for the control, review, approval for release, and issuance of the RI-FCD Plant Internal Operating Procedures.
