Dear Mr. Wessman:

We have completed the initial phase of our review of your document

" Safety Analysis Report: Use of Th02 Fertile Fuel Particles in Fort St. Vrain Fuel Elements," Document No. GLP-5640, June 1978. We find this document acceptable for review but additional information will be required for us to complete this review. A request for this additional information as well as our review schedule will be trans-mitted to you shortly.

Pursuant to the Code of Federal Regulations, Title 10, Part 170, a fee will be charged by the NRC based on its actual cost of perfoming the review and limited to a maximum amount of $20,000. The fee will be payable at the completion of the review.

Because this review topic pertains specifically to the Fort St. Vrain reactor we plan to provide Public Service Company of Colorado with copies of all our correspondence to you and also provide the public document room in Greeley, Colorado with a full set of documentation.

The final determination to load thorium oxide fuel will be the responsi-bility of Public Service Company of Colorado and it will be this company's responsibility to make a separate application to us for the loading of such fuel in the Fort St. Vrain reactor.
