SUMMARY
OF MEETING HELD ON DECEMBER 6,1978 REGARDING NEW BATTERY INSTALLATION Introduction On December 6,1978, representatives of Baltimore Gas and Electric Company (BG&E) met with representatives of the staff at Bethesda, Maryland. A list of the attendees is presented in the enclosure.
The meeting had been requested by BG&E to present their plans regarding the installation of a fifth battery at the Calvert Cliffs Station to allow battery capacity testing during reactor operation.
Background
In a letter dated June 17, 1977, BG&E proposed seven changes to the Technical Specifications (TS) for the Calvert Cliffs units. Four of the proposed change items (4 thru 7) involve battery surveillance requirements. At an August 31, 1977 meeting on battery capacity testing, the staff and BG&E representatives agreed to postpone evaluation of Items 6 and 7 of the June 17, 1977 letter until BG&E submitted additional information. The other five items, including removal of one battery from service for up to two hours,,
for checking, cleaning and coating terminal connections during reactor operation (Items 4 and 5), were authorized by Amendments Nos. 30 and 15 ' issued to the facilities on March 17, 1978.
' Discussion
'At the onset of the meeting, the staff (Conner) passed out a summary of the August 31, 1977 meeting on battery capacity testing.
After opening remarks by BG&E (01 son), the staff (Tondi) questioned the urgency of any required staff action.
BG&E (01 son) said that because of the +25". Technical Specification (TS) allowance on the 7901080 Y
Baltimore Gas and Electric Company 60 month surveillance requirement, the battery capacity test is not past due until April 1980.
BG&E (Collins) reviewed the four options the staff proposed at the August 31, 1977 meeting.
It was stated that for various reasons, three of the options had been rejected and BG&E has selected the fourth option, which is to purchase a separate 125 volt battery to be installed in its own seismically qualified room.
It will fully meet the appropriate regulations.
This will allow the licensee to electrically swap the spare battery with any of the four other batteries during plant operation. BG&E (Collins) presented a one lir.e drawing showing how the spare battery will tie into the existing battery system.
Important features are:
1.
The spare battery bus will be tied to only one battery bus by a single set of disconnect links.
2.
With the spare battery in service, charging current will be supplied from the nonnal battery chargers.
3.
The single spare battery charger can be used to recharge any normal battery.
4.
The battery monitor circuit will be the same as for the other. batteries.

that DC fans cou.1 be used so that ventilation of the soare battery room coulu be provided by the spare battery rather than a redundant power division. BG&E said this gay be possible since the new battery will have 150' ampere-hours larger capacity than the others (it is a 1500 ampere-hour battery).
Other items questioned and discussed were:
(1) use of conduit and separation (Chiramal); (2) the fire protection review (Conner);
and (3) procedures to be used for system operation (Chiramal).
BG&E (Collins) stated that these items would be considered in their

design and operation of the new battery.
BG&E (Collins) expects the installation to be complete and ready for use in August 1979. They (01 son) plan to cancel. the June 17, 1977 request and provide a new application in approximately a month.
The fina* design should*be complete in the spring.
The staff (Brinkman) discussed the possible changes to the TS that should be proposed in the application.
