Dear Mr. Rafshoon:

Thank you for your memorandum soliciring the views of the Nuclear Regulatory Commission on possible topics for inclusion in the President's Second State of the Union Address.

As an independent regulatory agency, it would be inappropriate for us to be directly involved in formulating Executive Branch policy statements.

On a topical basis, however, we believe that the President might make fruitful mention of the past year's achievements in the area of nuclear non-proliferation and waste management.

Also, NRC has now implemented a resident inspector program, a subject initially raised by President Carrer in his 1977 Energy Message.
