Your recent letter expressed your concern about the proposed construction cf a nuclear power plant in the Philippine Islands and your cpposition to the Nuclear Regulatory Cor-

At the present time, the NRC, which is an independent regulatory agency, is awaiting the final views of the U.S.

Executive Branch agencies before reaching a decision on this proposed reacter expert license.

The NRC is respcnsible for considering certain aspects of any proposed export, and will net 1 cense the export of this reacter unless the requirements of U.S.

law are met.
