Dear Mr. Cusipag:

Your recent letter expressed your concern about the proposed construction of a nuclear power plant in the Philippine Islands and your opposition to the Nuclear Regulatory Com-mission's granting of an export license for the reactor.

At the cresent time, the NRC, which is an independent regulatory agency, is awaiting the final views of the U.S.

Executive Eranch agencies before reaching a decision on this proposed reactor export license.

The NRC is responsible for considering certain aspects of any proposed export, and will not license the export of this reactor unless the requirements of U.S.

law are met.

Some of the issues which you raise in your letter are the Commission's statutory responsibility; others are within the jurisdictions of other U.S.

government agencies; still others involve matters which the Philippine government must decide.

have forwarded your letter to the Commission's Secretary sc that. it will be available to the Commission in its con-sideration of this application.
