Dear Mr. Fiorelli:

Prairie Island Nuclear Generating Plant Dockets No. 50-282 and No. 50-306 In response to your letter of November 14, 1978, which transmitted Inspection Reports 50-282/78-14 and 50-306/78-15, the following information is offered:

Deficiency Section 6.5.B of the Unit 1 and 2 Technic _al Specifications requires that detailed written procedures, including the applicable c'heckoff lists and instructions, covering Radiation Control Procedures shall be prepared and followed.

Implementing Procedure F2, " Radiation Safety", Item 2 4 :equires authorization in the form of a Radiation Work Permit (RWP) on all tries into the controlled RWP's are used to identify the protective requirements such as Anti-C-area.

Clothing, Special Instructions, etc., for work in the controlled area.

Contrary to the above, when cleaning a contaminated area by the Boric Acid Transfer Pumps, an employee was observed within the contrciled area without wearing protective equipment for the feet as required by RWP #0-6.

Response

The individual involved was rolling up kraft paper in preparation for returning the area to clean conditions. He erroneously believed that the area which had been covered by the paper could be treated as uncontaminated before it was resurveyed and proved to be so.

The individual was admcnished, cycled through retraining and retested with satisfactory results. Full compliance has been achieved.
