We have completed our Safety Evaluation Report dealing with fire protection for the Indian Point 3 plant. Our review was based on the licensee's proposed program for fire protection at the Indian Point 3
, plant as described in:
(1) The Fire Protection Program Resiew Report from Consolidated Edison Cowany and PASHY dated April 15, 1977; (2) licensee responses to requests for additional information and staff positions, dated June 29,1978 and (3) the fire protection review team's site visit of September 6-9. 1978.
~ ' Based on our review, we find the licensee's fire protection program p acceptable subject to resoluttaa of incomplete items.. The results of

our review are described in the enclosed Draft Safety Evaluation Report.

c Section 3.0 of the report summarizes the licensee's proposed modifications which require implementation, and the incomplete items which require resolution.
Incomplete items which are not resolved prior to issuance of the SER will be addressed in a supplement to the SER as these items are resolved.
Proposed modifications 3.1.2(1), 3.1.2.(3) and 1.1.10 have been cortnitted to verbally by the licensee, and the letter from the licensee addressing these items is due shortly. The SER should not be issued until formal commitments are received.

'a'e have prepared Section 9.0 " Consultant's Report" and Appendix B to the SER, which provide staff responses to those consultant recornendations which were not adopted by the staff in the SER, as identified by the consultant in a draft of his report. The consultant's report is scheduled to.be completed two weeks from the date of this. memo. We will provide a copy of the report to you when it is received. The SEB should not be issued until the consultant's report is received.
